There is also a growing awareness that heavy-handed police action like raids, arrests and closure of fashion boutiques simply do not work.
And interestingly, though he is an ultra conservative, President Ahmadinejad did not bring about the crackdown on un-Islamic dress that many feared.
"Observance of hijab has got worse since the new government because Mr Ahmadinejad is not that strict on this issue," complains Mrs Bayat.
"Mr Ahmadinejad thinks we should not use force when acting on this issue so as a result hijab has become weaker" she says.

It means, the natural way of dressing for women is simply not to have the Hejab on. And why would a religion be against nature? off course it is not, but people are..
Many now believe that Hejab was a cultural component added to Islam and not mandated by neither the Koran or the prophet..

So many women interpretations of hijab have become so distorted.I can understand if someone is slowly trying to progress but sometimes the things I see really shock me.When women are wearing skin tight and revealing clothes while wearing hijab they are attracting more attention than someone who is not wearing hijab.It is a very sensitive subject and needs to be taken slowly and carefully.
